Key Issues
• Finish deterioration due to long-term, pre-existing moisture damage
• Water infiltration at the windows that had not been fully addressed in the initial rehabilitation program
• Creation of a moisture monitoring program that the City can maintain over time
• Energy conservation recommendations as part of the window rehabilitation scope
The T. B. Harris School was constructed for African American children and named for a revered former principal. The last class graduated in 1966, and Belton schools were integrated the following year. The building was converted to storage use, and fell into poor condition after years of deferred maintenance.
The City of Belton renovated the building as a community center in 2008, with work completed by another design firm. We subsequently assisted the City in resolving a few outstanding issues.
